Imperialism is about building a strong Empire, which Kuvira did. Fascism is about conquering and killing people who disagree, which Kuvira never did. She's locking people up in prison camps and she doesn't want any conflict. Fascist loves conflicts. They start them by attacking other countries/ideologies by military force, like Hitler did. Imperialism can be a part of fascism, but in Kuvira's case it's not. At least not yet ;)

Fascism is very much about having a strong central, militaristic government. A powerful state with a leader who has all the power. Sure, all that goes hand in hand with Fascism but that’s not all it is.

A bit of Imperialism comes with the territory (like Hitler taking over most of central Europe) but it’s just a part of it. Part of the whole strong central state thing.

So far, Kuvira seems like a pretty textbook Fascist.

Also, she’s coming to power because of a weakend government much like the Fascists did in the 20’s from the aftermath of WWI.

If she were Imperialist, she’d be marching on the Fire Nation. She seems mostly focused on “fixing” the Earth Kingdom. Imperialism is about extending your power over foreign countries, Fascism is about extending power over YOUR country.
