Actually, Amon was Communistic-fascist (more communistic, while his brother was more fascist), Unalaq theocracy-fascist (equally balanced both theocracy and fascism), Zaheer anarchistic-communist (more anarchist than communist) and Kuvira is imperialistic-fascist (but she's more imperialist than fascist). 100% fascist were Fire Lords from Sozin to Ozai.
Yeah, they all borrow a lot from different schools of thought. They’re not totally cut and dry.
For the most part (90 % ish), they represent one ideal.
I will disagree with you about Kuvira though. I think she’s more fascist than imperialist. We haven’t seen too much about her just yet but it doesn’t see like she wants to take over anything else but the Earth Kingdom. She wants the Earth Kingdom to be strong and militaristic with her as a strong leader(which is very fascist). She’s not like “let’s storm the fire nation and take over” which would be imperialist.
I’d say Sozin and Ozai were the imperialists, not Kuvira (so far at least). She’s the fascist.
